The Kiwi definetly did not bring the fireworks from NZ along with him as I never see any firworks being sold in NZ both north and south Island. It is obvious he should have bought in the Island. Just go after those who are selling in large quantities aroud the Island or those who are supplying them to the island. That is the right way to tackle such incident from happening. No point in going after the arrow....just go after the archer those who shoots the arrow.
