This happens every year between January for four months, there may be variations but that is approximately the timing. 

I remember in the 1980's how well-off Thais living in Bangkok would tell me Chiang Mai was the place they would retire to due to the fresh mountain air and the cooler temperatures.

I bet house prices in CM must be at giveaway prices these days with very few people wishing to live there, I know of a few people who have left.
