How can a foreigner get vendor permit to operate where all the permits  are only given to locals? Unless the locals are subletting the permits to foreigners, no foreigner can operate openly in any country which has a proper control and system. If there is any subletting issue of given permits to foreigner, it has to be cancelled and the food stall confiscated immediately. That is the only solution which prevent foreigner from operating as competitor towards locals.

I heard that there are a bunch of unused stickers left over from the highway division that could be given to the authorized vendors...

A rather confused bit of reporting, it turns into a TAT infomercial part way though. Food carts are pretty much part of the scenery in Thailand, foreigners operating them - I wouldn't have thought there was enough mosey to be made.
