Looks like almost all the neglected cases has to be triggered by "Big Joke". May be it is time for Big Joke to take action on the respected officers who failed to take action first before proceeding on the case further. That way the rest will act fast.

What? … put them into an Double Inactive post, as the respective officers look like they are already in an Inactive post, as the officers don’t seem very active.
