I gave my new (spare) phone number to one hospital and absolutely no-one else and within 10 days the scam calls were coming in at 2 a day. The paperwork is probably safer than the digital data being sold by IT staff and hackers on the Net.

Confidentiality is nonexistent here, in particular if there's a chance of making money.
