Ko Phi Phi island closed for domestic travelers due to covid cases

Effective tomorrow, I just saw a news piece on TNN 16, the island of Ko Phi Phi has been closed due to 40 people on the island including police officers testing positive for Covid.  The strange thing about this is that they will still be allowing Phuket Sandbox travelers to travel to the island and stay.  Can someone please explain the lunacy here.  Say I entered Thailand on July 1st through the sandbox, was already double vaxxed, and as soon as I could returned home to BKK.  Say tomorrow I wanted to travel to Phi Phi, I would be classified as a domestic traveler and could not. What is the difference of a person being double vaccinated and living in Thailand versus a person who is currently in the sandbox.....
