The so called "White card" doesn't serve any purpose at all. It is additional work and costs even though filling only take a couple of minutes. The hassel part is when it goes missing. Alternatively, Thai immigration can also introduce on-line registration of travellers, where everything is done upfront by the traveller before reaching the border or entering the country similar to the process after Covid. That would ease most of the process for the immigrations and reduce paperwork
