General Thai health care

Hi, i have a question about general health care for Thai citizens. I know free (30 baht) healthcare is provided for general population. But can a citizen choose the clinic they want to visit or does it have to be the local clinic? For instance if they want to see a doctor when not staying in their home area? Is there a free choice between all the clinics within the 30 baht programme?

It's usually determined by the hospital where they registered,  I believe.
