Visa Exempt to Non O (retirement)

Is there any other requirement for switching  to Non O (retirement) besides the required 800k in a bank account?

And, with a successful switch, permission to stay  is extended for 90 days from the day of the switch or from the end of the initial 30 days VE entry?

Or, perhaps, 90 days is from initial date of entry?
