In the states we have a Paint Primer,Kilz  

 "I'm painting over a laminated dresser What brand/kind of primer can I buy at Homepro so I only have to do one coat? In the USA I would buy a quart of Kilz, but I have never seen it here".

You can buy a high adhesion primer like Bonz  from Lazada. Bear in mind a couple of things, pealing or cracking paint will show through so some prep work such as sanding may be required. Ideally the new paint should be of the same base as the existing, water based vs petroleum based. Good luck
