Why do tragic road accidents continue to occur despite safety measures?- 

askes the article: 

What safety measures are those then?  There are none, that are correctly enforced. Driving training here is pathetically inadequate. Those that teach clearly can't do,  as they must be as bad themselves.  Three or more on one bike is common and never challenged, Police apathetic about traffic Laws. Silly videos on getting your DL doesn't help one iota. The carnage will continue.

Until people like the female driver of the car are charged with manslaughter and sentenced to 10+ years in jail, then nothing will change. 

I can also fix all the farmer's burning too. Identify a farm that has burnt their crops/rubbish and then arrest the farmer/s and jail him/her for 5 years and sell the farm to pay the 100,000 Baht fine. Fixed.

The best deterrent of behaviour that a society wants to stop, is to severely punish anyone who does it.  No need for thousands of bureaucrats with cameras etc.  Set an huge example - the rest will comply.
