Credit card payments on Wise treated as Cash Advances

usually go to foreign transaction desk to bring over funds with the Schwab card. On occasion have used it in ATM machines. If a fee shows up, it's always been reimbursed back into my account by Schwab within 48 hrs. excellent cust. service 24/7. From UK, check out Starling Bank

I just learned about this from CITI today when I called to check out Wise.. I was using Paypal and my credit card to pay an Asian supplier, but now they're complaining that they lose a lot of money with Paypal, so I was looking for a solution and discovered Wise. I was willing to pay their 4.3% fee to have the protections afforded by using the credit card. However, I learned that CITI wants to charge an add'l 5% for cash advance. Is this something that I can avoid if I squawk enough about it to CITI, e.g. threaten to close my account, etc. ?
