Is there no sort of vetting for people who work with kids in Thailand as there is in most of the west? If not then maybe this needs looking at.

How to vet in a country where one can easily change his/her identity including sex for the right price. Even name changing is very simple and easy for Thais. They can always change their outfit and appear in new set-up.
