The court ruled in his favour as the charges, dating back to his mayoral tenure in 2008, had expired. Reasonable people often wonder why it takes so long for cases to be brought before the court, or for this or that commission to issue a report or charges of a crime. It's all a well-coordinated effort on the part of various governmental employees to keep most graft from being aired or prosecuted. Gotta keep those rivers of money rolling into the pockets of those "governing".
