Tell those big establishments like 5 star hotels to drill their own well for underground water for domestic use. Treated water for business establishmnets had to be charged more than household water charges. That way wastage can be minised.

Even underground water is a finite resource, take too much out and the water table balance is f*cked causing major ecological issues. What would be better would be a hefty tax on those big establishments which would have the effect of reducing or at least not expanding the number of tourists which is the cause of the problem. The tax raised should be spent on water storage infrastructure for the long term.
