He is polish and they are engaging an English language teacher to communicate with him. Are they sure he can understand English? He was sitting there motionless for 2 hours. That indicates that he is under stress. It doesn't looks like as if he is intoxicated by any weed or drugs. May be the authorities have to check his belongings to find out if he is having a Thai girlfriend.
