Sexually assaulting anyone isn't acceptable drunk or not.

 If it had been at the Nottinghill Carnival in London there would have been hundreds of reports of this nature and far worse. For once I applaud the RTP in their swift work.

Where were the female police officers to heroically intervene?

There are several types of participants during Songkran. In the most severe, drunken revelry and complete saturation is the norm. Those participating in this most severe form, should expect misbehavior. It’s not right, but it’s also not  proper Songkran

Such people should be whacked on the spot by those around so that they won't repeat in the entire life time. In Malaysia few weeks back one guy got whacked by those in the community irrespective of race and religion for such an idecent act. He just flash to a teenage girl with the intention of sexual advance. The girl screemed and those around chased him to the extend of breaking his car window, pulled him out and whack him nicely and handed over to the police. He will never repeat that during the rest of his lifetime. That should be implemented in Thailand...
