That is because if a farang is injured, then it is a burden to the Thai medical system as many come here expecting free service without any proper insurance coverage. Later expecting cloud funding to bail them out. So it is better to focus on that. Where as locals they have their medical coverage and it is not an big hassel for them should anything happens to them. -

Why can they ambush all these venues without compain almost every day. At least that will keep the officials alert and the operators away. All it needs is to establish a special team in each region and instruct that they have to ambush at least 60 venues in a month as their KPI. -
