Don't accept any kind of apology...pull him to court and strip him until his underpants and kick him out of Thailand. Be it a lesson to all those who think they are great above Thai people in Thailand.

It's not really a "bribe".  An inducement, perhaps, but it's not a bribe, nor is it illegal.

It's actually quite common for an aggrieved party, in Thailand, to be offered a sum of money to consider a matter closed.

This really isn't news.  Perhaps the doctor enjoyed the spotlight and wants to see it shine on her again.
