Correct me if I'm wrong, but vaping is illegal in Thailand, yes?

The airport director quoted in the story is wrong, though, when he said the woman violated:

 

 ..."two main laws including:

• Section 42 of Tobacco Products Control Act: smoking cigarettes in prohibited areas. The penalty is a fine of up to 5,000 baht.
• Section 8 of the Act on Certain Offences Against Air Navigation: smoking on a plane. The penalty is imprisonment of up to one year, a fine of up to 40,000 baht, or both."

The woman wasn't "smoking" anything that is covered by the Tobacco Products Control Act.  She wasn't smoking tobacco.  Likewise, she isn't technically smoking on a place.  She's inhaling a vapor, but it's not tobacco smoke, so Mr. Director is just blowing smoke, himself.
