Not to put too fine a point on it, but that's baby-step progress with a great deal of pain and incompetence along the way.

From government websites that constantly hang or crash, or are just flat out unavailable, to most private companies' inability to establish a presence on the internet without Facebook, this idea that Thailand is ready to be part of the 4th Revolution is just laughable, at this point.
