Confusing writing/editing with this one. 

The story first points to them as the conclusive origin of the fire as witnesses suggest hearing explosions then fire.  Witnesses, especially at 4am, are famously inaccurate. 

Later, explosions and electrical pops noted by fire brigade fighting the blaze, perhaps other cylinders cooking off in the fire - that makes sense.  

Might be something to the last bit about someone first smelling an odor 'akin to incense'.  Then fire.  Then gas cylinders popping off. 

I don't think gas cylinders would just explode spontaneously.
