Non O ( Marriage) visa at RTC Penang

Does anyone have any recent experience in obtaining a non O marriage visa at the Consulate in Penang? The website says 3 working days to process the application. Is this correct? Does the day of application count as the first day of processing? For example if you apply on a Monday morning can you pick up the visa on the Thursday afternoon?

It's actually two days, but Thais always count the day you apply.  So, if you put in your application on Monday, you can pick it up on Wednesday.

They changed their hours in early February.  I posted a thread and their announcement about it here:
