This stringent control measures might work well in paper. But in reality?....only time will tell.

It will make little to no difference to the statistics, why, because drunks are stupid, because anyone who drinks and rides or drives is a low IQ idiot and that includes all the farangs who do so on a regular basis.  Until they start issuing 100,000 Baht fines, visa bans for foreigners that get caught,  and jail time, it will never stop the deaths and injuries.
