Got two correct.

That question 2 is interesting. Is a litre of weak beer, or wine, equal to a litre of neat lao khow? According to the answer it is. I think the law should be amended, to reflect the alcohol content. I'll be writing to the PM shortly on this. Straight after I've finished off me glass of best French wine; brought over from Laos.

The first question is a bit of a 'tricky one'. 

The overall rule is that alcoholic beverages can only be sold during the hours of 11:00 – 14:00 & 17:00 – 00:00 (midnight) every day at stores and supermarkets.

So it seems that on top of that 1972 introduced 14:00 - 17:00 prohibition time, that they also prohibited later on the sale of alcoholic beverages during 00:00 - 11:00.
