It must be connecting flight to Chiang Mai from Taiwan Non stop flight from US to Chiang Mai Thailand is not likely to work out

It is not possible under the ICAO Freedom Rights.

JL for sure used to have flights from LAX to Brazil are there no exceptions by bilateral agreement? NW and UAL used to fly from Narita to Asian countries

I  think it is economical unfeasible, wasting A350 on a leisure route which would be one of longest in the pacific  region, Maybe cargo cant be loaded and most people would be going on to BKK or Phucket on connection flights anyway

A 7th Freedom negotiated Right allows the flights you mention, 5th Freedom Rights do not.
