After reading the full story, I wonder how long after the accident a breathalyser test should be done, in most countries very soon. Then off to monkey house for urine or blood test.

Nothing will change unless they ban such people from driving or riding for the rest of their life....

Still nothing will change as the sort of people that knowingly drive drunk will also knowingly drive whilst banned. A bit of jail time may be a salutary lesson which would deter future transgressions.
