How can a forklift be driven in public roads? Fork lifts are ment to operate in controlled environment.

Since the registration number of the bike is known, the missing id of the teenager should not really be a problem, methinks.

Sounds like underage unlicensed motorcycle rider, no mention of a crash helmet so guessing like most other young people on motorbikes in Thailand he didn't have one. I would also guess that his parents were fully aware that he drove motorcycles and were happy for convenience to let him. Sad at a young death but in a land where road rules are ONLY enforced in order to boost police wealth it is inevitable that these things will happen.
