Was he extorting or was he not extorting and was setting it all up and taking a cut? Seems to think that his network of construction companies and their truck deliveries and the payoffs are productive towards his, the contruction compnies, the truck companies and the bad cops pocket books.

I suspect that this like all previous 'we are going to clear out the mafia' police initiatives is not much more than a sound bite to make it appear that the police are doing their job. I guess a few 'foot soldiers will be sacrificed in highly publicised arrests then the mafia/police partnership will continue as before.
