It is illegal smuggling or illegal transporting? Looks like it is within the country. Then how can it be smuggling? If brought in from neighbouring country they can be considered smuggling. But if it is transported within the country without proper permit and approval, then the issue is illegal transporting not Illegal smuggling......misleading heading.
