Where else in the world can a murder suspect be given any form of liberty.

Why because the arresting posers, have little grey matter and are in it for the photo opportunities.

Been told (?? reliability, uniform cop) that the arresting officers usually don't have the knowledge to formally press charges.  If not charged cannot be held, so walk free until an officer who does have the knowledge and fills out those appropriate forms in duplicate, tedious, and very long task in Thailand, can formal charges be laid against the perpetrator.

Can have a death by stabbing but unless someone formally demands charges be laid by a family member, or village authority then often little happens.

He likely pleaded Not Guilty in the first murder case so he can apply for bail. Even after being found Guilty he can apply to continue bail until he is sentenced.
