As the clock struck 8.27pm, the rescue staff decided to take decisive action and charged towards the tourist in an attempt to save his life. Ironically, a struggle ensued, and he subsequently fell onto the prepared safety cushions. 

Sounds like they needed a taser.

Reads like a case study in how not to manage a suicide crisis. Pagoda looked to be about 5 storeys high, so the fire department is  going to need to review the efficacy of these so called safety cushions and perhaps train up on deployment techniques.
