Reads like a case study in how not to manage a suicide crisis. Pagoda looked to be about 5 storeys high, so the fire department is  going to need to review the efficacy of these so called safety cushions and perhaps train up on deployment techniques.

They should have cautiously stood at a distance with a liter of Morosha vodka and a nice plate of Salo or homemade Borscht.
