It is ok. Foreigners working illegally is common in any country. Just file a case and make him pay a fine of 500THB and let him go so that he can earn and settle the penalty and a proceed with his living. After all Thailand has a very strict policy of not hurting tourists feelings in any way.

Not buying it KR. Each goverments Immigration policy and refugee status has the blame on most of what you are talking about. Being a refugee needs to relooked at. As for Thailand they take no refugees, and Thai are getting lazy. I can say the USA is messed up, but then Americans are lazy as well and the immigrants play an important role in society.

This is only the tip of the iceberg of Chinese tour guides operating in Thailand. Nothing more than a token arrest to show the Thai Police are 'doing their job'.
