I wonder what type of justice did the son seeking for his mother. It is her own act that she went and  shelter under the powerline.

Money so the hospital & therapy bills are paid and some compensation for loss of future earnings. She was injured as a result of an infrastructure failure and whoever owns that infrastructure should pay.

It is the act of Nature. Unless it can be proven as the act of negligence. In this case it is the self act of negligence. Anyway she is entitled to free treatment for the injury. That should take care the hospital costs
