Fault really depends on how fast the Thai was riding, but the expat shouldn't have crossed in front of him.

Pulled out of a side road and cut in front of someone to get to a U-turn, sounds pretty normal Thai style road craft - maybe he learned to ride a motorcycle in Thailand.
