Being an ex investigator of such crimes myself the tragedy is that the poor who can least afford it take out these loans due to ignorance, desperation,medical emergencies etc

They  invariably lose the ability to repay and have their  property illegally confiscated and or being threatened.

Most people right through the. world are financially illiterate and make excellent targets for such loan sharks.

 They should be sent to prison for a long time and also have all their property  declared  confiscated to the government

They cause endless tragedy right through the world and have no social conscience
