I'm guessing he was your typical CM backpacker who couldn't make payment because he's a loser low on money but trying to finagle his way into remaining in Thailand by just getting by on scraps.  
Might not be a bad idea for TAT to start enforcing minimum savings requirements to enter the country.  It would help keep the broke backpackers out.

27 years old, so I don't know if a typical  backpacker. (I thought they would be younger, say 17-23 years old.) Perhaps a benefits scrounger type who smokes alot.
