The ambulance crew let someone die because their ambulance isn't "ready" while the victim is nearby and still alive but impaled? I find that to be callous and cold.

Ambulance isn't ready is likely a euphemism for "payment not guaranteed yet".

The issue appears to be a FLT driver traveling with raised forks. It would matter not if the person was on a moped, a bicycle or indeed just walking. Indeed the article states outside of a warehouse. So probably on a factory road.

The issue here is,

1. What is the path for vehicles to drive or ride inside the factory area?

2. Is there any signages regarding the route for such vehicles?

3. Why was the motorcycle was allowed to cross into the path of a forklift which is moving within the factory premises?

4. Was there any alarm or warning flash light for the moving forklift?

5. Why was the forklift driver is driving the forklift with the forks raised?

6. What was the speed that the forklift was moving?

7. Was the forklift driver a competent person to drive the forklift?

8 Are the breaking systems for the fork lift functioning effectively?

9. Was there a traffic control person to monitor traffic movements?

10. Was there any warning signages or pathway blocked so that the forklift can move within its boundaries?

And many more questions needs to be answered to get a clear picture.......

All relevant points. But it is Thailand, Western levels of health and safetty working don't apply.

It is not Western levels of Health and Safety....it is the forklift truck safety which goes together with the forklift truck.

Yet that's what it is all about. If Thai policy would adapt itself in order to be able to answer each of your questions in a H&S satisfactory way (regarding future instances), the result would be indistinguishable from -- if not at least comparable to -- a Western level of H&S (regarding forklift trucks). Thailand has hopped onto that trajectory, so fast forward handful of decennia and afterwards H&S in general will be uniform in many regards.

Nonsense, never heard that before. You pay afterwards. How would you even know how much to pay at the beginning of an ambulance ride? If someone is unconscious and alone they can't possibly be expected to provide proof of payment. Ambulances are supposed to stabilize a patient and drive them to hospital for further treatment. They'll get paid by the hospital they belong to no matter what.

Not in Thailand. Many ambulances are freelance, operated by local volunteers. Others are loss leaders intended to bring in paying clientele. Branded  ambulances only service the name on the ambulance.  In an ideal world, there would be a central ambulance service servicing all.
