May be it is time that those who dispose garbage on the beach also needs clean up from the beach. Just install some CCTV at strategic locations along the beach and penalize those who spoil the beach with their trash.

A lot of the garbage is actually brought to the beach by the tide, especially in the case of more remote beaches without a lot of tourists like Mai Khao

Sure, garbage can be brought in by tides, so garbage on beach A may end up on beach B. 

So what? 

The solution stays the same: don't litter on beaches (or simply anywhere in a more general sense, because the aesthetics of beaches should be one of the lesser concerns).

I think a huge % of garbage on the beach is from the sea and fisherman discarding it in the sea

 

I don't think I have ever seen anyone just leave garbage on the beach in Thailand in 20 years

I am sure some do............but not many

 That is certainly true of Phukets West coast beaches during storm season.  Currents and westerly winds deposit large quantities of rubbish.  Fish floats, nets, rope, and general trash.

Unfortunately Kamala beach combing never produced a single pair of flip flops in my size.

I hope no tourist volunteers their time as they may be fined for working …. Taking volunteering jobs away from Thai people
