What a surprise that the police do not want to get t the bottom of it, most if not all of them are after all guilty of the same thing! And make sure the amount paid is clear - many years ago I got a fine for littering (the police were watching exchange booths waiting for foreigners to drop their receipts), the amount was written in Thai words and turned out to be two hundred baht, not the two thousand baht that I actually had to pay.
