If he did this -"The driver, whose identity has not been disclosed, vehemently denies the allegations and insists that he delivered the bouquet to its intended recipient."- he would have a picture of it, with the recipient! That is every one doing these days, delivering something, that was paid for before or that is valuable! So I have my doubts, that he delivered anything to anyone, in this flower delivery

This is completely a stupid idea. It is something like giving a child to deliver a box of chocolate to someone and expect the child not to eat anything along the way. If wanted to surprise, just go there with the bouquet and give him a hug and kiss in the lips. That is more valuable to any man on special occasions. If you feel that person is very special to you, then you should be there beside him on that special occasion. Well I just share my view from an man's point of view. You may have your reasons for doing so. Anyway.....this is a not smart way of giving surprises.
