Maybe they are residents and not Foreign tourists? I know they shouldn’t be operating illegal taxi services, but no different to Thais operating illegal taxis services is it? Perhaps the PLTO should meet with these Foreign Tourists/Foreigners/Residents to see if they can find a way to make everyone happy!

Going after everything except the elephant in the room - the "legal" taxi operators that have done so much bring the Phuket taxi operators as a whole into such disrepute.
