Exactly but few have the YB / ID so face the CR hurdle …… but surely even tourists can get CR with a TM30? pre- YB I got CR just with Possession of House Blue Book & Passport VE Stamp -

They're not related whatsoever. I do wish that news sources and "journalists" at large would be more careful [and knowledgeable] as to the info that they spew and assorted sources that regurgitate such falsehoods without questioning or challenging.
