Add to that, the unlicensed drivers, the lack of traffic law knowledge, the inability to plan direction, or even indicate direction and you have a stew of smelly brown stuff hitting the oscillating device. Prayut is desperate if he thinks that he is going to lower the road toll by just imposing a points system. More police on the roads outside 'comfortable' times checking licenses and impounding vehicles found to be driven by unlicensed drivers/unregistered/uninsured would be a start.
