"Drunk driving was involved in more than one-third of the accidents"... Is that all? Add to that, the unlicensed drivers, the lack of traffic law knowledge, the inability to plan direction, or even indicate direction and you have a stew of smelly brown stuff hitting the oscillating device. Prayut is desperate if he thinks that he is going to lower the road toll by just imposing a points system. More police on the roads outside 'comfortable' times checking licenses and impounding vehicles found to be driven by unlicensed drivers/unregistered/uninsured would be a start.
