The FBI? C'mon. It ain't the FBI. It's the US Marshalls' Fugitive Division

Viktor Bout back then was handed over to the US Marshalls who escorted him back to US. The FBI's roles in most international cases are technical and expertise assistance like profiling, surveillance, and intelligence. They always prefer locals to do the 'leg' work and muscle. Another agency that's active in Southeast Asia and especially in Northern Thailand is the DEA. In fact, the DEA does provide intel and muscle as well. So, when the Marshalls and FBI lack the staff, most times they'd rely on the DEA.
