What is this story about? How does this year differ from any other year of when you “officially enter winter”?? You don’t forecast winter, it’s an event on the calendar and is either the official astronomical winter or the meteorological winter, both of which are dates in the calendar and you know what they are years in advance.

29 October is actually two weeks later than "normal"... the Thai Meteorological Department makes these forecast during each seasonal transition. It's just a prediction like any weather forecast. Take it with a grain of salt.
