Not getting a ticket when you get pulled over by police in Thailand sounds nice, but maybe not if it’s replaced with the traffic court date instead. What a joke. Regular traffic enforcement or perhaps a traffic enforcement branch of the police who’s job is solely to enforce the rules will work better. Bigger fines just provide law enforcement more opportunities to collect revenue. Officers duty should be to ticket drivers for violations only and the offender pays at the courthouse. Non payment means court and/or confiscation of vehicles.

How would the plod on the ground get his salary supplement if 'fines' are removed in lieu of a court summons? Will never take off!

Perhaps even an active visibility on the roads pulling over overt cowboys and unroadworthy vehicles? But that would mean emerging from the station cocoon for something other than an event that has already occurred.

In light of proposed new penalties and proposed daft enforcement, I can only imagine the Car Tint shops will do a roaring trade in dark all round film which effectively blocks phone and seat belt infringement. 

Accident injury and deaths may increase.

Sad,  when people don't understand the purpose of seat belt....
