Which group is he aiming at? Tourists from abroad? Or locals?

 

Apart from that, a casino has only one winner. The owner. But people do like to gamble. So it is better to legalise things since a state-run casino usually gives better chances to players. And it would be regularly checked. Always better than an illegal gambling den.

Which group is he aiming at? I would have thought that he has the Chinese firmly in his sights.

I think that's right. I'd go as far as saying that they should also introduce sports betting as well. Not to mention the tax revenue the casinos (and sports books generate) can be used for something useful (hopefully). The key disadvantage is that for some people, gambling can be very addictive. And casinos are going make life for those people (and their families) a little more difficult. 

If all the government wants is taxation revenue they should legalize prostitution. The infrastructure is already in place and prostitution is an accepted part of society.  Why didn’t Chuwit suggest that? Perhaps he wants a different way to exploit people.

Sihanoukville always come to mind whenever this subject comes up. I’m with Fanta. If all you want to do is generate revenue, legalize prostitution. 

Chuwit Kamolvisit is one very bad dude and his opinion isn't valid IMO

Two main reasons for NOT legalising Casino's include the devastation it wreaks on families of compulsive gamblers AND the criminal enterprises incl. money laundering supported out of income by operators.

A good question.
A few years a go I remember reading about a ferang who won some money on the lottery.
When he went to collect his winnings, it was claimed only Thais were allowed to receive the money. I don't know if he did eventually get his money,

This will be the perfect environment to scam people. Knowing that foreigners easily get scammed, I'd never set a foot in one of those casinos. 😂
